Allow mentees to re-request mentor

Description

If a mentor request is sent to the mentor and the mentor does not approve or deny request, but comments on the request, the mentee is no longer able to re-request the mentor for help.

I'm running into this issue where the mentor told me in the comments to check back with him within a month. A month has passed and I'm attempting to re-request, but I'm unable to because I "already have a mentoring relationship with this mentor".

I don't know how to contact the mentor at this point.

This is definitely something that needs to be addressed as we also have mentors who aren't answering the requests. For now we're going to enable people with pending requests to "re-request" mentoring from the same person.

Any updates on this? Is this project available somewhere so I can peek at the code?

This should be fixed by the end of today actually. There's a few other fixes we're rolling out.

Should allow re-requests if you've been denied.
